Summary

This PR migrates the Xhr network utility in src/utils from Flow (.js) to TypeScript (.ts), disjoint from other utils migration PRs.

No import path changes expected. Xhr remains the default export from utils/Xhr and is used widely across Elements/API layers (axios client, token headers, retries, upload timeouts).
